"Looks like Miley’s new cropped locks isn’t the only thing causing her to turn heads. On September 21, 2012 Miley Cyrus was snapped on the red carpet for the “I Heart Music Festival.” The head turning look Miley opted to go for has the internet buzzing since being called “best dressed” by some cast members on a recent episode of “Fashion Police.” According to Eonline, Miley attended the festival in Las Vegas wearing “a sheer black crop-top, silver pencil skirt, Moschino leopard print belt and matching pumps.”

Although nothing about that look sticks out as particularly noteworthy, the way in which the former Hannah Montana star paired the pieces seems to have impressed the Fashion Police crew. Melissa Rivers, daughter of Joan Rivers and cast member of the show, is reported as saying “I have to give it to her. She has become a gorgeous woman”.
